    “上升效益极限填海面积”概念的提出与讨论

    THE NEW CONCEPT OF “BENEFIT LIMITED RECLAMATION AREA”

    • 摘要: 首次提出"上升效益极限填海面积"的概念。经济效益与填海面积之间的函数关系可以近似地用一个2次函数来表示。在一个特定海区内,假定填海大致是从海水浅处向海水深处逐渐进行,随着海水深度的逐渐加大,单位面积的填海成本及海洋影响成本必然会越来越高,当高到一定程度,经济效益就不会再增加了,当经济效益达到最高时所对应的填海面积就是上升效益极限填海面积。超过这个上升效益极限填海面积,再继续向海水更深处填海,则经济效益就不升反降了。填海面积不是越大越好,而是受上升效益极限填海面积的限制。因此,适当控制填海面积是必要的。

       

      Abstract: The concept of "Benefit Limited Reclamation Area" is put forward for the first time in this paper. The function relation between economic benefit and the reclamation area can be approximated by a quadratic function. In a given sea area, it is assumed that the reclamation project generally is implemented from the shallow water to deep water step by step with the increase in cost of the unit area as the depth goes deeper in the sea. When the depth reaches to a certain level, economic benefit will no longer rise even if the reclamation area still extends. When achieving its peak, the economic benefit over the reclamation area is called the Benefit Limited Reclamation Area. . If the area exceeds the limit value, the economic benefit will decrease but not increase when reclamation proceeds into deeper water. The viewpoint of the larger the better the reclamation area is not true, and the area is controlled by the Benefit Limited Reclamation Area. Therefore, it is very necessary to control the reclamation area adequately.
